The answer lies in efficiency and power factor. The 1 HP rating describes the mechanical output of the shaft. However, the motor itself is not 100% efficient. Energy is lost as heat in the copper windings, mechanical friction in the bearings, and reactive power bouncing back and forth in the magnetic fields (low power factor). Thus, the pump has to consume nearly 1,800 electrical watts of input just to deliver 746 watts of mechanical output to the water.
